In this note, I provide an axiomatic characterization of the relative utilitarian bargaining solution to Nash bargaining problems. The solution is obtained when Nash’s independence of irrelevant alternatives axiom is replaced by the weak linearity axiom, while retaining the other three axioms. RU maximizes the sum of proportional gains, or, equivalently, minimizes the sum of proportional losses. RU is scale invariant and compared to the Nash and Kalai and Smorodinsky solutions, it is ex ante efficient when the bargaining problem is (...) considered as a lottery of future bargaining problems. This study aims to reveal high school students’ perceptions of COVID-19 and schools in the pandemic process through metaphors. In the study, phenomenology research design based on the qualitative research method was used. The study was carried out with the participation of 134 students at all grade levels from high school. The data were analyzed by content analysis. The metaphors were categorized according to their similarities, and their frequency values were calculated. Seventy-six metaphors and eight categories about COVID-19 were reached, (...) and “flu,” “prison,” and “snake” are the metaphors that have the highest frequency values. They explained the metaphors by making associations with the disease, fast-spreading and damaging things. In the COVID-19 process, 78 metaphors and eight categories were found out for the school. Based on the metaphors created by the students, suggestions were made depending on the research results. It was determined that students had negative perceptions about the COVID-19 pandemic and the school in this process, and it was suggested that this could be eliminated again with educational activities. Extreme learning machine is a recent scheme for single hidden layer feed forward networks. It has attracted much interest in the machine intelligence and pattern recognition fields with numerous real-world applications. The ELM structure has several advantages, such as its adaptability to various problems with a rapid learning rate and low computational cost. However, it has shortcomings in the following aspects. First, it suffers from the irrelevant variables in the input data set. Second, choosing the optimal number of neurons in (...) the hidden layer is not well defined. In case the hidden nodes are greater than the training data, the ELM may encounter the singularity problem, and its solution may become unstable. To overcome these limitations, several methods have been proposed within the regularization framework. In this article, we considered a greedy method for sparse approximation of the output weight vector of the ELM network. More specifically, the orthogonal matching pursuit algorithm is embedded to the ELM. This new technique is named OMP-ELM. OMP-ELM has several advantages over regularized ELM methods, such as lower complexity and immunity to the singularity problem. Experimental works on nine commonly used regression problems indicate that the investigated OMP-ELM method confirms these advantages. Moreover, OMP-ELM is compared with the ELM method, the regularized ELM scheme, and artificial neural networks. (shrink)

Molla Hasan Peşevangî was born in the Kurukaya village of Tatvan district of Bitlis in 1920 and lived in a period of time when poverty and misery prevailed in the society. He was interested in science from an early age. Since the opportunities in the region he lived in were not suitable, in terms of schools and scholars, he went on many trips to complete his knowledge and took lessons from numerous scholars. He established scientific approval after a total of (...) 17 years of demanding journeys. Molla Hasan, who started to work as an imam in the villages after receiving his scientific approval, did most of his duty in the Güzelkonak village of the Gevaş district of Van, and this situation enabled him to be referred to as Peşevangi. Molla Hasan, who is known for being ascetic and taqwa, affiliated himself to Naqshbandi sheikh Sheikh Maşuk. After dedicating himself to 10 years of spiritual pathway, he acquired the caliphate license from his Sheikh. Molla Hasan and Bediüzzaman involved in mutual correspondence. The content of these letters largely consist of queries directed by Molla Hasan to Bediüzzaman regarding scientific issues. He worked as an imam for a total of 33 years in total and instructed numerous students. Additionally, Molla Hasan, who responded the scientific questions of the people of the region, became a popular figure in terms of science and morality. Molla Hasan took it upon himself to train students wherever he worked and toward the end passed away in Van in 1998. Molla Hasan, who has publications in the fields of Sufism, Arabic language and rhetoric, Fiqh, Kalam and Tafsir, left two caliphs after him. Besides being a sufi in the line of Ahl as-Sunnah, He was instrumental in the training of many scholars, particularly in his region. In this article, Molla Hasan's life, works and his mystical views will be discussed. (shrink)

For the communication between people to remain effective and lively and for the expressive power to be permanent, the qualities of the words are as important as the quantity of words in a language. From this perspective, Arabic has many linguistic features like other developed languages. Parsing, deriviations, blending, synonymy, contrast, arabization, antithetical polysemy, commutation, ellipsis, polysemy, etc. Language features are intensely found in Arabic. As it is known, polysemy is one of the important issues of the Arabic language that (...) has been taken into consideration since the compilation period. Although there are scholars among Arabic linguists who deny the existence of polysemous words, the vast majority have accepted the issue of polysemy. Among polysemous words, some words indicate several different meanings, as well as words that express many different meanings. In this respect, words that indicate a lot of meanings in the group of polysemous words have attracted the attention of poets. Poets wrote long odes using such words to demonstrate their mastery of the science of the dictionary and to prove their competence in the art of poetry. There are even poets who write different odes in terms of theme, using the same word. One of these poets is Ibn al-Munāṣıf from Cordoba, who lived between 1168 and 1223. The poet, better known as the jurist, wrote his famous ode using the common word "acuz". By ending each couplet with the word ʾujūz, the poet brought together the different meanings of the word ʾujūz in the ode in question. In this study, the issue of polysemy, which is considered an important feature of the Arabic language, will be briefly discussed. In addition, the Qasida of ʾUjūz will be translated and analyzed. Politics is among the most important concepts of al-Fārābī’s philosophy. For him, real happiness can only be achieved in a virtuous society and a virtuous society appears only in a regime led by the first chief. The most important feature of the first chief is that he communicates with the Active Mind. Religion is considered by al-Fārābī as the regime and life style implemented by the first chief in a virtuous society. This study tries to present how al-Fārābī perceives religion (...) philosophically and what is the need for religion in terms of making the laws required in the social life. From this point of view, we tried to reach the aspects of the relationship between religion and law. Furthermore, metaphysical foundation of laws and the role of the philosopher and prophet at the point of law-making were the other issues addressed. The features of the laws which will lead to this supreme goal and by whom they should be made as well as how they can be implemented and changed within the historical process were addressed. The place of Islamic law (fiqh) in the virtuous society was another aspect of the subject that was investigated. (shrink)

Kitap, Aron Zysow’un Harvard Üniversitesinde 1984 yılında sunmuş olduğu doktora tezinin geliştirilerek yayımlanmış halidir. Sunumunun üzerinden yaklaşık otuz yıl gibi uzunca bir süre geçtikten sonra yayımlanmıştır. Ancak yayımlanmasının bu kadar gecikmiş olması, tezin, fıkıh usûlü ve kelâm alanlarında batıda yapılan akademik çalışmalar üzerindeki katkısını ve etkisini azaltmış değildir. Kitap hakkında alan indekslerinde taranan dergilerde pek çok kitap kritiği yazılmış olması da bu etkinin göstergelerindendir.

It is possible to say that there have been ambivalent approaches regarding Omar's practices arising from the irregularities in the last two centuries. He is sometimes portrayed as a reformist acting differently from the way in the Quran and practices of the Prophet. Indeed, it is desired to establish a basis for legitimacy that such an attitude can be exhibited against the Quran and the Prophet. Moreover, it can be said that through this approach, it is aimed to make some (...) people’s conception of religion based on the Islamic ground through Omar. The most common examples given claiming the changes in time and circumstances are that Omar did not apply hand cutting punishment for the crime of theft despite the apparent related verse and not distribute the Sevâd land. On the other hand, it is asserted that it is obligatory to be contingent up on the practice of the Prophet, claiming that Omar behaved unlike in the case of three talaq divorces. In both approaches, it is pre-accepted that, Omar adopted different practices from Prophet’s. Studies conducted in the area related to Omar practices are the studies carried out according to their own perspectives in order to prove the suitability of Omar applications to the Qur'an. In addition to these valuable works, the echo of the Omar practices in the sects from the first period is an important step that needs to be addressed in the first place. Muâviye b. Ebû Süfyân’ın yönetimi ele geçirmesiyle başlayan Emevîler dönemi, hilâfetin saltanata dönüştüğü bir dönem olmuştur. Bu dönemde idarecilik yapan kişiler her ne kadar halife ünvanıyla anılsalar da yaptıkları icraatlar göz önüne alındığı zaman saltanat özelliği kendini bâriz şekilde hissettirmiştir. Bununla birlikte sekizinci Emevî Halifesi Ömer b. Abdülaâziz, yaklaşık iki yıl süren idareciliğiyle, Râşit halifelerin beşincisi ünvanını alacak şekilde diğer Emevî idarecilerinden ayrılmıştır. Ömer b. Abdulazîz’i diğer Emevî idarecilerinden ayıran en karakteristik özelliği ise, olaylara yeniden vahiy eksenli bir bakışla Râşit (...) halifeler dönemini andıran siyaset tarzını geri getirmesi ve sorunları, Hz. Peygamber’in öğrettiği ilkeler doğrultusunda çözmeye çalışmasıdır. Bu çerçevede Ömer b. Abdülazîz, şiddet ve baskı yolunu benimseyen kendisinden önceki ve sonraki Emevî idarecilerinin aksine, ırk bağlamında Arap olmayan unsurları, fikir bağlamında da Emevî perspektifinden farklı düşünceleri benimseyen muhâlif unsurları sindirme yerine, onları dinleme, onlarla diyalog kurma ve barışçıl çözümler bulma gayretine girmiştir. Bunda da gayet başarılı olmuş ve Emevî tarihinde bütün tebeânın beyʻatını almayı başaran tek idareci olarak gerçek anlamda halife olmuştur. Bu çalışmada, istibdat yöntemini seçen idareci profiliyle; müsamaha, ilim ve diyalog yolunu seçen idareci profilini bünyesinde barındıran Emevîler özelinde Ömer b. Abdülazîz’in yaklaşımı ve bu yaklaşımın olumlu sonuçları ele alınmaktadır. Zira bu, toplum içi barışın ve kaosun sebeplerini ortaya koyması bakımından idareci sınıf için iyi bir ibret tablosu olacaktır. (shrink)

El tango es la música más evocativa del área del Río de la Plata. Mucho se ha dicho y escrito sobre este género que conquistó multitudes en varios contextos históricos y en diferentes lugares del mundo, pero existe un problema de visibilidad. En sus inicios y posterior desarrollo hay un aporte que se ha silenciado, el de la africanía, en línea con el blanqueo y el discurso histórico en Argentina que ha convertido al colectivo africano y afrodescendiente en el “primer (...) desaparecido”, un discurso que se repite hasta el hartazgo desde el sentido común y con el que resulta complicado lidiar. Si la música es una importante generadora de identidades, es necesario no perder de vista la participación y la impronta afro en el género arquetípico que define la argentinidad, y es característico de la región rioplatense, puesto que hace a la definición de un marco multicultural en donde la huella africana, entre otras, define el ser argentino y, en general, su impronta es fuerte en el área del Río de la Plata. Según estimaciones y pruebas pilotos, se estiman dos millones de afrodescendientes en Argentina y el último Censo indicó casi 150.000 auto-reconocidos/as a sí mismos/as, por primera vez en la historia nacional. The introduction of information and communication technologies in the workplace has extended the scope of bullying behaviors at work to the online context. However, less is known about the role of situational factors in encouraging cyberbullying behavior in the workplace. The purpose of this study is to investigate the role of perceived organizational politics in fueling cyberbullying in the workplace, and to examine the central role of negative emotions in this process. The sample comprised 279 faculty members of three large (...) public sector universities in Islamabad, Pakistan. Results demonstrated that perceived organizational politics was positively associated with discrete negative emotions of anger and fear. Moreover, results indicated that anger was positively associated with cyberbullying perpetration, whereas fear was positively associated with face-to-face bullying victimization. Results also supported the idea that victims of face-to-face bullying may develop a positive attitude toward cyberbullying and retaliate against their more powerful face-to-face bullies online, possibly anonymously. We contribute to the literature by demonstrating that both forms of bullying can co-occur in the workplace as a consequence of perceived organizational politics, and the two roles—bully and victim—may be swapped among victims and perpetrators. The rapid evolution that has taken place since the state reform of 1980 has made the need felt that some options of this state reform must be adjusted. In spite of this need, the core question is whether or not one should, in the first place, adapt the structures of the national government so it can carry out its national tasks. The clear establishment of communities and regions, the structuring of the political parties on the basis of these entities, the (...) socio-economic substratum that is based on the duality, of the country, are indexes that show that the regions have numerous policy supporting structures while they are virtually absent on the national level. The political decision making on the national level is very restricted in this perspective. The state reform of 1980 has established three levels of equal standing between which the division is total. However, the probem immediately arises of a common parliament and a socio-economic substratum on which a national parliament and a national government should be able to rest if the Belgian state is to survive with its substructures. The solution here is twofold : either the substructures wilt have to create organs of the central state or the organs of the central state wilt have to be assembled on the basis of a national political election free of the substructures.
